Shaun’s proposed Ruiru priorities
A practical plan for representing Ruiru
Five priorities, written in plain language and grounded in what a Member of Parliament can actually do. This is a draft that Shaun will keep refining with residents.
These are Shaun’s own proposals for Ruiru. They are separate fromPPK’s national agenda, which is set by the party.
What an MP can do and what an MP cannot do
An MP does not run schools, set wages or hand out jobs. An MP’s power comes from four roles. Every commitment below uses them.
- Represent
- Listen to residents and carry Ruiru’s concerns to Parliament and government.
- Legislate
- Debate, amend and vote on national laws, and propose new ones.
- Oversee
- Question ministers, scrutinise budgets and follow how public money is spent.
- Advocate
- Champion Ruiru with government agencies, partners and investors.
Fair pay and dignified work
Work in Ruiru should pay fairly, be safe and treat people with dignity.
Many Ruiru residents work in factories, on farms, in shops, in transport and in homes, or travel daily to work in Nairobi. Fair pay, safe workplaces and respect for workers’ rights affect every household.

What Shaun would do as MP
- RepresentHold regular open forums where workers, employers and unions can raise pay and workplace concerns, and take them to Parliament.
- LegislateSupport and propose amendments that strengthen enforcement of existing labour laws, workplace safety and timely payment of wages.
- OverseeUse parliamentary questions and committee work to scrutinise how labour inspection and workplace-safety enforcement serve Ruiru.
- AdvocatePress the national bodies that review minimum wages to consider the real cost of living for Ruiru workers.
Being honest about limits
An MP cannot set wages. Minimum wages are set through a national process led by the government ministry responsible for labour. Shaun’s role is to represent Ruiru workers in that conversation and hold the system to account.
Jobs, local manufacturing and enterprise
Ruiru’s industrial base should mean more local jobs and more local businesses that grow.
Ruiru sits on major transport routes and has a long history of industry. Local manufacturing, small businesses and traders can create jobs close to home if the conditions are right.

What Shaun would do as MP
- RepresentBring together local traders, small manufacturers, jua kali artisans and young entrepreneurs to identify what is holding back growth.
- LegislateSupport policies that make it easier and cheaper to register, run and grow a small business, including fair access to public procurement.
- OverseeTrack how national enterprise and youth-employment funds reach Ruiru, and push for clear, public reporting.
- AdvocateChampion Ruiru as a place to invest in manufacturing and value addition, working with the county and national government.
Being honest about limits
Jobs are created by businesses and the wider economy. An MP can improve the rules, follow the money and open doors. An MP cannot promise a set number of jobs.
Affordable, quality education
Every child in Ruiru should be able to learn well, whatever their family can afford.
Fees, levies, crowded classrooms and the cost of transport and meals keep many learners from doing their best. Parents want clear information and fair support.

What Shaun would do as MP
- RepresentMeet parents, teachers and school boards across every ward to understand the real pressures in Ruiru schools.
- LegislateSupport legislation and budget decisions that reduce the cost of schooling for families and improve learning conditions.
- OverseePush for transparent, published criteria for constituency bursaries and school projects so that support is fair and visible.
- AdvocatePress for more teachers, safer classrooms and better access to technical and vocational training for Ruiru’s young people.
Being honest about limits
Education is funded and run by national and county government. Early-childhood education is a county function. An MP shapes laws and budgets and scrutinises spending, but does not run schools.
Technology, digital skills and innovation
Ruiru’s residents should have the skills and access to compete in a digital economy.
Digital skills open doors to new work, online businesses and better public services. Not everyone in Ruiru has reliable access to the internet, devices or training.

What Shaun would do as MP
- RepresentListen to students, freelancers, tech workers and small businesses about the digital tools and skills they need.
- LegislateSupport laws that protect people’s data, encourage innovation and keep digital services fair and accessible.
- OverseeScrutinise national digital-skills and connectivity programmes to see whether they are reaching Ruiru.
- AdvocateWork with institutions, training providers and partners to expand digital-skills opportunities in the constituency.
Being honest about limits
Connectivity and digital programmes depend on national agencies, county government and private providers. Shaun’s role is to champion Ruiru and make sure existing programmes deliver here.
Equal opportunity and accountable representation
Every ward and every resident should get a fair share of attention and opportunity.
Residents should know what their MP is doing, how public money is used in Ruiru and how to have their say. Fairness means no area or group is left out.

What Shaun would do as MP
- RepresentHold regular report-back meetings in every ward and publish updates on this website.
- LegislateVote and speak in Parliament in the interest of Ruiru residents, and explain those decisions publicly.
- OverseePush for open, published information on constituency projects and public spending in Ruiru.
- AdvocateMake sure opportunities, bursaries and public programmes are advertised openly and reach every part of the constituency.
Being honest about limits
Accountability is a habit, not a promise. This website will be used to report progress openly, including what has not yet been achieved.
Help shape this plan
This manifesto is a draft. Tell the campaign what matters most in your ward. Feedback from residents will shape the final version.
